The California Infrastructure Delivery Coalition (CALINFRA) is a California Nonprofit Mutual Benefit Corporation founded in July 2022. We bring together public agencies, private-sector firms, and labor organizations around a common goal: ensuring California's decision-makers have access to the full range of project delivery methods available to build and maintain the state's critical infrastructure.
California faces an enormous infrastructure challenge. Aging roads, bridges, transit systems, water infrastructure, and public facilities require billions in investment. Yet many public agencies are limited in the delivery methods they can use, often defaulting to traditional design-bid-build even when alternative approaches like Design-Build, CM/GC, Progressive Design-Build, or Public-Private Partnerships could deliver projects faster, more cost-effectively, and with better outcomes.
CALINFRA exists to close that gap — through education, collaboration, and legislative advocacy.
We envision a California where state and local decision makers are fully informed about the various forms of project delivery and have the authority to utilize any form of project delivery they determine is most appropriate to deliver any type of infrastructure project.
Our mission is to help the public sector in California deliver needed infrastructure by raising the understanding of alternative project delivery methods, enabling stakeholder partnerships, and advocating for expanded project delivery authority.
